PDPA Compliance Checklist for MCSTs in Singapore

PDPA compliance for MCSTs should not be placed in a folder. It should show up in daily estate operations. 

MCSTs handle personal data through resident records, visitor logs, CCTV footage, access systems, facility bookings, complaints, contractor records, and vendor coordination.

The 7-Point MCST PDPA Readiness Check 

  1. Is your DPO appointed and visible?

Your MCST should have a Data Protection Officer who can guide data protection matters, support the council, and act as the contact point for PDPA-related issues. 

  1. Are visitor logs properly controlled?

Visitor records should not expose other visitors’ names, phone numbers, vehicle numbers, or unit numbers. If paper logbooks are used, access should be restricted, and retention should be reviewed. 

  1. Is CCTV access documented?

Only authorized persons should view CCTV footage. There should be a clear process for viewing, saving, sharing, and deleting footage. 

  1. Has vendor access been reviewed?

Security companies, Managing Agents, cleaners, maintenance teams, CCTV contractors, and IT vendors may handle personal data. Your MCST should know who has access, why they need it, and when access should end. 

  1. Are privacy notices updated?

Residents and visitors should understand why personal data is collected, how it may be used, and who may receive it where necessary. 

  1. Are old records removed on time?

Outdated resident lists, old visitor logs, expired contractor records, and unnecessary document copies should not be kept indefinitely. 

  1. Is your breach response process ready?

Your MCST should know what to do if personal data is sent wrongly, lost, accessed without approval, exposed through a vendor, or disclosed by mistake.
