If a vendor touches resident data, the MCST needs clear rules, access limits, and reporting steps.
Why Vendor Oversight Matters
PDPC’s MCST guidelines clarify how the PDPA applies when MCSTs collect, use, or disclose personal data in estate management. The same guidelines also highlight the need for policies, practices, and a designated Data Protection Officer.
Without vendor oversight, data may be accessed too widely, retained too long, shared incorrectly, or left unmanaged after a contract ends.

Security vendors may handle visitor logs and incident reports.
CCTV vendors may access footage during maintenance.
Access control providers may manage card or entry records.
IT vendors may access resident databases or shared folders.
Managing Agents may coordinate notices, complaints, bookings, and vendor instructions.
What MCSTs Should Put in Place
Start by identifying which vendors handle personal data. Then define what data they can access, why they need it, how long they can keep it, and who they must notify if something goes wrong.
Vendor arrangements should include confidentiality expectations, access limits, retention rules, subcontractor controls, incident reporting steps, and secure disposal requirements.
Access should also be reviewed regularly. Remove old accounts, check shared folders, review CCTV permissions, and confirm former vendors no longer have system access.
